In a mixing bowl, combine ground beef, Kashmiri chili powder, black pepper powder, cumin powder, garam masala powder, Kabab cheeni, garlic paste, papaya paste, cashew paste, Kewra water, rose water, desi ghee, and ground caramelized onions. Mix everything together and let it sit for a few hours.
